HIPAA (Health Insurance Portability and Accountability Act) was passed in 1996. Part of that Act is a Privacy Rule that covers the sharing of a patient's medical records and other information. Since April 2003, patients have been able to rely on national standards with regard to protecting their medical records; however, these standards should not hamper a patient's access to health care. The final rule allows doctors free communication with their patients concerning health information, such as that found in newsletters, in addition to treatment options and disease management.
